The Chinatown Working Group (CWG) Rezoning Plan

The CWG is a community-based rezoning plan that protects the Chinatown & Lower East Side neighborhoods from over-development and displacement by setting rules on how land can be used.

CWG: (1) limits the height of new buildings, which prevents speculation that drives up rents and increases displacement; (2) requires all housing built on public land be affordable to working people; (3) requires significantly more housing to be truly affordable to the community by using the local income level to determine the rent of new apartments
